International Shipping for particular country

Hello All,
--> How to set defualt international shipping country.
For example :: currently our dnn site display the
state listing with it's associated existing localize country. But we want display the list of state with it's only the default county (i.e. currently if site is running at Australia then displaying the Australia states and if the site is running at India then displaying the India states. But resolving that issue we want restrick that situation and only display state list default particular one country.)
--> How to set flat rate of Shipping?
--> How to set different contries for different shipping.
Please give solution as soon as possible.
